In Texas, a Democrat proposed a new bill, being bound to fine masturbation. She intends to fine men for masturbating, but, however, she does not believe that this new bill will pass into law. Jessica Farrar is the one who introduced this ironical bill in Texas state. The bill is bound to underline the anti-abortion law in the state. The HB4260 bill is linked to the rules concerning men’s safety and health, developing a penalty for “unregulated masturbatory emissions.”

The bill indicated that emissions outside of a medical or health facility, or outside a female’s vagina would be fined for $100 civil penalty for every emission. Masturbation will be seen as
“an act against an unborn child, failing to preserve the sanctity of life.”
The new bill also stated that every doctor should be obliged by the law to perform a digital rectal examination before prescribing Viagra to a patient.
Farrar pointed out that even if the HB 4260 is an ironical bill, the current health care limitations for females which were imposed are not funny at all. All the real legislation which was proposed does not appear to be a joke. She claims that nowadays women do not find it funny when they need to confront with the laws imposed by the state which seems to disrupt their capability to access health care legally.
They are currently forced to undergo medically unnecessary procedures. Farrar claims that citizens of Texas deserve to be treated equally when it comes to health care decisions, irrespective of their gender. Besides the unnecessary rectal exam and the idea to fine masturbation, the bill also suggests that doctors are permitted to refuse to prescribe their patients Viagra.
Moreover, the new bill allows them to refuse to perform a colonoscopies or vasectomies if these procedures are against their personal or religious beliefs. The suggestions which were introduced in this bill reflect problems with which women are currently confronting. The bill imitates females’ real obstacles in the health care service.
They find it really hard to get an abortion in the state, Farrar argued. She also noted that the medically needless processes represent the trans-vaginal ultrasound which is imposed on women before an abortion.
